Centerton Planning Commission Recap - July 1, 2025

The Centerton Planning Commission convened on July 1st, discussing a comprehensive agenda focused on subdivision developments, administrative approvals, and strategic city initiatives, all designed to promote structured growth and transparency.

Administrative Approvals

Several administrative approvals were efficiently ratified, including:

  • 3G Pavement Solutions: Administrative operations approved at 1500 Partridge Run.

  • Avery Nam Consulting: Bookkeeping services permitted at 2120 Bluebonnet Ln.

  • Silver Leaf Estates: Approved replatting and additional mailbox parking. Next steps involve implementing these adjustments according to city standards.

  • Rose Properties: Tract split approved at 1225 E Centerton Blvd, allowing property use maximization.

  • Brixley Homes: Two tract splits approved for residential development at 706 & 710 Sun Meadows Ct. These subdivisions will proceed to the next stages of development and permitting.

These approvals signal continued residential and commercial growth, aligning with Centerton’s urban planning goals.

Magnolia Landing Phase 2 Final Plat

The Magnolia Landing Phase 2 subdivision, located at South Tycoon Rd. and Vaughn Rd., was approved conditionally. It features 70 single-family and 15 duplex lots. Final plat approval is contingent upon resolving minor outstanding comments related to infrastructure and drainage. Next steps include addressing these minor inspection items, expected to be completed promptly, allowing the project to move forward to the city council for final review and approval.

Withdrawn Rezoning Request

The rezoning request by Keystone Group, LLC for an area at NW corner Seba Rd & Gamble Rd was withdrawn. No further action is expected unless the application is resubmitted in the future.

Sewer Capacity Updates

The commission received critical updates regarding Centerton’s sewer infrastructure. RJN Group's hydraulic analysis is underway to validate actual sanitary sewer usage against state mandates, potentially reducing the financial and infrastructure burden of upgrades. City officials will closely monitor this analysis, which will influence major city development projects, with further updates anticipated in upcoming meetings.

Downtown Master Plan Consultant Selected

Garver+ISG was recommended for the Downtown Centerton Master Plan project, promising a comprehensive approach to revitalizing the city core. This selection will proceed to the city council for formal acceptance. Next steps include finalizing the contract and initiating community engagement phases, aiming for project completion in mid-2026.

City Branding Workshop

The branding workshop facilitated by Thrive, Inc. and the University of Central Arkansas (UCA) successfully gathered community input to define Centerton’s unique identity. Moving forward, the city will establish a steering committee and create a creative brief informed by workshop insights. This process aims to strategically brand Centerton for future growth and investment attraction.

FOIA Act Amendment

Significant amendments to the Arkansas Freedom of Information Act (FOIA) effective August 2025 were reviewed:

  • Mandatory physical attendance for quorum and voting.

  • Restrictions on informal deliberations and polling outside official meetings.

  • Expanded executive session provisions for discussions around litigation, personnel, and cybersecurity.

Commissioners were advised to ensure adherence to these updates, enhancing transparency and accountability. The city will continue educational outreach to ensure compliance, and further training or guidance sessions may be scheduled.
